Vahan Services in India:

Vahan Services can either be availed directly or through service centers like Common Service Centres (CSCs)

CSCs are an initiative of the Government of India to dissolve the disparity of services to the rural sections. CSCs assist in submitting service requests & also channel the flow of services towards the applicants.

Advancement of information technology has enabled CSCs to provide services more accurately and efficiently, and a large list of services is currently available through public service centers, and the list is growing.

The following is a list of services available at Common Service Centers related to Motor Vehicle Department:

DRIVING LICENCE; it can be referred as a legal permission for a person to operate motor vehicles on public road.

Permits:a permit can be defined as a legal consent to carryout a certain action.

Types of Permit

1.Permits for Goods Vehicles: Goods Carrier Permits: The form of Permit granted to a vehicle operating within the state for carrying a particular load which has to be plied for that particular area.

a.National Permits: This form of permit is issued to vehicles to enable them to go outside the home state. National permits are issued to at least four consecutive states, including the home state.

2.Permits for Passenger Vehicles

a.Taxi & Auto Rickshaw permits: The type of permits which are issued for carrying passengers.

b.Contract Carriage Permits: The most common permit used for the rental and remunerative category. The permit allows an operator to work with his client under a contract to a specific destination

c.Stage Carriage Permits: The State Transport Authority is authorised to issue stage carriage permits from time to time as per the requirement of buses on various routes. Permit holders can drive the bus on a route that allows them to pick up passengers from one place to another.

d.Temporary Permits: A temporary permit is issued by STA to transport vehicle for a limited period, enabling the vehicle to go outside states for the following reasons:

  • For the transportation of passengers on special occasions such as fairs, religious gatherings, etc.
  • For a seasonal business.

e.ALL India Tourist Permits cab: The permit is for motor cabs that can seat up to five people. The colour of the cabs is allowed to be white only. Applicants for this permit must have an office with a telephone at the appropriate tourist booking location.

f.Rent-a-Cab Permits: The rent-a-cab scheme was launched in India in 1989. Under this scheme the passenger drives the vehicle himself and the fare will be charged according to usage.

g.Institution / School Buses: The vehicles of Educational Institutions are issued contract carriage permit and are also exempted from road tax.

h.All India Tourist Permit: This type of permit is issued to luxury buses for service across India.


Renewal of RC

Registration Certificate is required to be renewed to regain the validity.

Application for RC renewal to be made prior to 60 days before the date of expiry.

Duplicate RC

A duplicate registration certificate will be issued to the registered owner, If the registration certificate of a vehicle is lost, defaced, torn or rendered useless.

  • PAN Card (attested copy)/ Form 60 & Form 61
  • Tax clearance & Challan Clearance
  • PAN Card (attested copy)/ Form 60 & Form 61
  • Chassis & Engine Pencil Print
  • Details of the owner
  • Affidavit stating that RC was lost and not confiscated

Change of Address

It is mandatory to record the changes in the residence address of a registered owner.

  • Proof of latest address

  • Details of owner

Transfer of ownership

a.Normal sale: When a vehicle is sold, the name of the buyer is recorded as the registered owner in place of the previously registered owner and this process is known as transfer of ownership.

  • On death of the Vehicle Owner

b.Related to the Death of Registered Owner

When the registered owner of a vehicle dies, the transfer of ownership in favour of the legal heirs of the deceased registered owner is affected. In the event of the death of the owner of a motor vehicle, the occupant of the vehicle may use the vehicle for a period of three months, within thirty days of the owner’s death, as if the vehicle had been transferred to him by such person. The Registration Authority is informed about the owner’s death and his own intent to use the vehicle

C.Vehicle purchased at public auction

When a vehicle is sold at a public auction, the buyer’s name is recorded as the registered owner in place of the previously registered owner and this process transfers ownership at auction.

  • Certified copy of authorising the auction of the vehicle by govt.
