CSC VLE can help you submitting application for obtaining a new passport, renew and correct the present passport. On successful application submission and payment, an appointment to visit the PSK will be booked. You may select the convenient one from the available days, but the time will be automatic. However you can reschedule the appointment through CSC itself for 2 more times. You will get all guidance from the CSC to obtain passport without hurdles.

  • Proof of address
  • Proof of date of birth

For Proof of Address

  • Aadhaar card/e-Aadhaar
  • Passbook of active bank account having the photo of the applicant
  • Rental agreement
  • Electricity bill
  • Voter ID card issued by the Election Commission of India
  • Water bill
  • Income Tax Assessment order
  • Proof of Gas connection
  • Copy of parent’s passport, in case of minors
  • Certificate from employer of reputed companies on their letterhead
  • Copy of the spouse’s passport mentioning the applicant’s name as spouse of the passport holder.

For Proof of Date of Birth

  • PAN Card
  • Voter ID card
  • Driving licence
  • A letter given by the Head of the Orphanage or Child Care Home confirming the date of birth of the applicant on its official letterhead
  • Birth certificate.
  • Transfer certificate/school
  • The copy of an extract of the service record of the applicant (only for government employees) or pension order (retired government employees) which is duly attested or certified by the concerned officer of the department
  • The copy of the policy bond that is issued by the Public Life Insurance Corporation/ Companies having the date of birth in the policy.

What is ECR and ECNR Passport

ECR stands for "Emigration Check Required" and ECNR stands for "Emigration Check Not Required". ECR passport is issued to people who are considered low-skilled laborers or not educated. ECR passports are issued to protect Indian workers from exploitation abroad.

ECNR  passport is issued to people who have passed the 10th standard or have the necessary academic qualifications because they are not easily exploitable abroad.

Applicability in countries

Many countries allow people with non-ECR passports to enter without emigration clearance, but some countries require ECR passports for work.

The list of eligible for ECNR Passport

  1. All holders of Diplomatic/official Passports
  2. All GAZETTED Government servants, their spouses and dependent children.
  3. All persons having educational qualifications of matriculation and above
  4. All persons above the age of 50 years
  5. All children up to the age of 18 years. (For re-issue of passport, after they attain the age of 18 years, documents to prove their non-ECR category has to be submitted, else ECR stamping will be done)
  6. Income-Tax payers (including Agricultural Income-Tax payees) in their individual capacity, their spouses and dependent children below the age 18 years
  7. Persons possessing two years diploma from any institute recognized by the National Council for Vocational Training (NCVT) or State Council of Vocational Training (SCVT), or persons holding three years diploma/equivalent degree from institutions, such as Polytechnics recognized by the Central/State Governments of India
  8. Nurses possessing qualifications recognized under the Indian Nursing Council Act. 1947
  9. All professional Degree holders , their spouses and dependent children. Examples of professional degree holders are Doctors holding MBBS degree or equivalent degree in AYURVED or HOMEOPATHY, accredited Journalists, Engineers, Chartered Accountants, Cost Accountants, Lecturers, Teachers, Scientists, Advocates, etc
  10. All persons who have been staying abroad for more than three years (the period of three years could be either in one stretch or broken) and their spouses
  11. Seamen who are in possession of Continuous Discharge Certificate (CDC), or Sea Cadets and Deck Cadets
  1. Who have passed the final examination of three years B.Sc. Nautical Sciences courses at T.S. Chanakya, Mumbai and
  2. Who have undergone three months pre-sea training at any of the Government approved training institutes, such as T.S. Chanakya, T.S. Rehman, T.S. Jawahar, MTI (SCI) and NIPM, CHENNAI, after production of identity cards issued by the Shipping Master at Mumbai/Kolkata/Chennai
  1. Persons holding Permanent Immigration Visa, such as the visas of UK, USA and Australia.
